Since you've already expressed some interest in Duke, you want to work in the south, your connections and network are in the south, and Duke is $3k cheaper, go to Duke.

Michigan or Duke, depending on personal preference. (For DC, you're going to need similarly good grades from any of these schools, so it doesn't really matter where you go, although I think more DC firms go to Michigan's OCI than Duke's.)

Spending 200K+ on law school outside of HYS is insane to me.

I will say this much though - Michigan has pass/fail LRW while Duke's LRW is graded.
