What do student-faculty ratios really mean?

Most top schools seem to have student-faculty ratios of around 10 to 1. But it seems like the median classroom size is much larger than 10. What's the right way to interpret this number?

Student-Faculty ratio is a USNWR statistic that schools manipulate to rise in league tables. Average class size and whether upper level courses are taught in lecture halls or conference rooms are more meaningful.
