How direct and short can this be? Would a paragraph simply stating that I would go if admitted suffice? Or is the formality of explaining why X, and why me, etc. necessary?

I think why might be good. I'd be concerned if you were so curt you didn't list one reason, you'd be BSing. Just mention how they are the best ranked school you can get into, and that as long as you don't perform well enough to transfer out after one year, you'll be there for three!
