Applications from Year to Year

First I apologize if there's another place that this question should be or if it's been asked elsewhere but I wasn't able to find it.

My question is how much do the actual application change from year to year. For example, I am aware some schools have short answer essays (250 words) asking specific questions. Do they generally change from year to year or would it be safe to assume that what these questions were the previous application will be on the upcoming application?

Any help would be appreciated.

They rarely change much at all. You can't 100% count on everything being identical but it's pretty unlikely that you'll see any tectonic shifts.
