Is lower tier school ever worth it?

A student came to me today with a lower than 3.0 gpa and a 150ish LSAT wanting to apply in the states, I didn't want to crush his dreams but I suggested strongly that he might want to do research (he was looking at cooley law) and think about what the debt would mean. He's a nice guy and obviously intelligent and I could see him pulling his LSAT up to a 160 (little prep before test, combined with strong upward grade trend suggests this -- along with personal observation). Would a state school with decent local placement be an option with a 2.9/155-160? or is this kid screwed. I don't know much about apps to the lower teirs as I usually deal with students aiming higher. Is this a case where I should tell him "don't do it!" or would a half scholly + to a state school be a legitimate option?
