Iowa Prelim Waitlist?

What does that even mean? And as far as other T1 schools go (excluding T10), when do decisions actually start coming in for someone at or above their 75% LSAT and GPA? Maybe I'm just anxious, but a number of schools have dropped on my list due to lack of communication, and others have risen for quick acceptance and expressing continued interest.
