Cali schools ask for that because they don't do (supposedly) race/ethnic affirmative action but they do Socio-economic status aff action.

I left it blank because I am not of a low SES and it was optional.

I remember there being a space for short comments/explanations regarding income variation on the Berkeley app...could be wrong. Anyways, I filled out everything because I know I'm not getting any finaid, so it didn't really matter. If the school is asking for it, optional or not, they would probably prefer to have the info rather than not. If you can't find a place on the form to explain the income situation with your mother, it may be wiser to just leave that part out.
