Should I talk about time in foster homes if it is already mentioned in, but not the focus of, my ps?

Avoid being overtly redundant. I don't see it being a problem if you don't go into it too much in your PS.

I would say that if you didn't talk about it in your PS you should write a DS, but since you did mention it in your PS it would probably be redundant to write a DS since it wouldn't really fall into the category of "tell us about some diversity aspect not evident in other areas of your application" or however they phrase it.
