general question

Once I pay and submit my app does the school see it? I have not submitted all of my LOR's yet so the report has not been sent. But with my application done and paid for and "transmitted" does that mean that I met the October 31st ED application deadline. Additional materials are not due until the 15th. Thanks guys.
