Addendum for reapplying schools that gave me offers

Do I need to explain that? I applied and got a few offers, but I decided to wait. Do I need to write an addendum for those schools who gave me offers to explain why i didn't go?

For schools which rejected me, is there any need to write an addendum to explain changes? My guess is not, but like to confirm.

BTW, can addendum be submitted after the ED deadline?

I paid a seat deposit at a school a few years ago but I am not even mentioning it to them when I reapply this year. I spoke to the dean of admissions there who told me that new year = new game, just apply. However, I assume it wont hurt and many of the apps ask if you have applied there previously anyway, but I wouldnt mention it to schools that rejected you if you dont have to.
