Hidden Fee Waivers

If I fill in one line of an application, press submit and head to the part where they make you pay for the application fee (to check if I have a hidden fee waiver), my application is not sent and I can go back and fill it out / complete it right before actually sending it in?

I'm not talking about the Advanced Search Function. The basic search at the bottom of the screen hasn't been down at all as far as I know...
