Does state residency matter most for State University's ?

What's the deal with state residency? Do private schools give any boost to in-state candidates? Or is residency boost most common amongst public institutions (i.e. state universities)?

Private: doesn't matter
Public: some schools are mandated by the state to have a certain percentage of in-state students (UT IIRC?). Other than that, tuition is cheaper for in-state students, at least during the first year. I am not sure if that'd give schools a financial incentive to take more out of state applicants or not.

I think it really just depends on the school. Some are really big on in-state, others not at much. But it really makes no difference for private schools.

Berkeley has been doing this for undergrad due to their funding issues.

A lot of state schools have a state-mandated minimum percentage of in-state students. It's usually fairly high, on the order of 60% - 70%.

You can be sure that they accept up to the number of out of staters allowed.
State resident taxpayers aren't usually happy to have their income tax go to fund a school that is full of people from other states. Hence the legislature mandated in state quotas.
