I have above a 3.75 and above a 171 but I don't have anything from Michigan (I did get one from 4 or 5 of the other top 14s). Any idea why? Is their standard higher than that?

Solicit them. I have significantly lower scores than you and I got a fee waiver by filling out the fee waiver request from the website (although my income is basically zilch at the moment so it may have more to do with that).

When did you get the other hidden fee waivers? I don't have any--not sure if it's because of my hard stats or because I forgot to change my intended application year on the CRS until last week.

What is the most appropriate way to solicit? "Do you award merit-based application fee waivers?"

Exactly it, include an e-mail to admissions containing your name, LSAT score, GPA, and why their school is attractive in one to two sentences and send it out. Admin won't be looking for fluff, just to find competitive candidates.

I haven't been able to find the answer to this question: Does the fee waiver from a school cover the "report fee" that the LSAC charges? I know that the LSAC fee waiver covers 4 report fees. Report fees this year are apparently $28, which I'd like to not pay if I could.

Are hidden fee waivers based on LSAT scores?

Do hidden fee waivers even exist anymore? It seems like in this application cycle, all of my fee waivers (solicited or unsolicited) have appeared on the homepage of the application.

I found 2 during my applications (Penn and Northwestern). Every other school I got one from, at least as far as I'm aware, sent me an email and appeared on the application homepage.

Do Dec. LSAT takers get fee waivers too?

Bump.

The last post was from December 2017. Other "hidden waiver" experiences since then?

I have not seen any of the mysterious end-of-application waivers in my apps this cycle. The hidden waiver practice seems very strange, if you figure waivers are meant to increase application numbers. It is still pretty early in the cycle though, and I believe the waiver batches often follow LSAT score releases, so hopefully more will be coming out.

Georgetown and Northwestern now specifically request fee waivers solicitation:

Not my personal experience, but there is a recent reddit thread indicating that UChicago, at least, is still deploying "hidden" waivers:
