I am going to apply to one ED, and two weeks later when they reject me I'll apply to the other 15 on my list.

I wasn't saying everyone, but many do. I do know a few friends who are not going to be able to apply to more than a couple without waivers. The t6 and + 3 or 4 others in the t17 where I'd consider a full ride.
One thing I'd recommend (take it for what it is worth!) is not deciding on schools until you have all your offers. An offer in the concrete feels different than an acceptance in the abstract. Applying widely and waiting gives you, rather than the schools, the leverage in this situation.
