scholarships (not financial aid) -- when to apply?

I'm referring to the scholarships that require extra essays or LORs (public interest scholarships, for example). So not the "scholarship" money that comes with your general admissions package.

Do we apply for these scholarships at the same time as the general application? Or do we submit the general app first and then the scholarship app later?

Schools have different policies on this. So, you'll have to look into each school's application and website, etc. It is a hassle, I know.
