I am really hoping for a fee waiver from Columbia, UChicago, and UPenn-- If I go ahead an apply now and pay, will I be ineligible for the waiver assuming it were to come later in the cycle or will they give me my fee money back?

You might get the waiver later, but you likely won't get refunded.

Got a few new waivers today. Most were from garbage schools, but I did get one from Northwestern. Probably won't apply because of the WE requirement (straight from UG), but it was nice to get another waiver from a good school.

So should I wait and hope (I feel I have a decent chance with a 174/3.87) or should I go ahead and submit?

This is what happened after the October LSAT last year. With any luck, this is approximately when fee waivers should become available this year. You should hear from Chicago, Columbia, and Penn within the next few days if you're going to hear from them. If a couple days will be too long for you, then submit. Otherwise, I'd wait.

This is my plan; whether it will be successful is yet to be determined.

1. Approach tables of intriguing schools
2. Shake hands with representative and introduce myself
3. Allow representative to give schpiel
4. Ask my carefully thought out questions when prompted
5. Request a business card in case I have follow up questions
6. Depending on conversation ask for fee waiver in person; alternatively follow up with a personal email request
7. Flash a smile and thank them for their time
