Does anyone know the guidelines for LSAC fee waiver?

I want to apply for a fee waiver because of the fact that if you get one from them you pretty much get every application fee waived for individual schools. I turned 24 so now I am considered to be independent and I made $33k this year. Think I might have a chance?

Not a chance even if you had a family of 4. For a single person, the income cutoff is under $20k.
