Did this person attend or work at the particular university? If not, how does that person know the school is perfect for you beyond what you tell them? If they don't have any connection to the university, I wouldn't have them say anything about it.

An LOR should speak about your abilities, who you are, and why the recommender is recommending you. Save how much you want to go to your dream school for a "Why X" statement.

for what its worth, my brother asked his employer to write a LOR and the employer volunteered to write schools specific LORs. Im not sure how detailed and researched each was, but he did manage to get into at least one school that was a reach. Did the LOR play a part in this? Probably not.
