How do schools feel about reapplicants?

I am thinking of applying to a school that I will most likely be admitted to but as it's late in the game I don't expect a great scholarship offer. If I chose to decline said offer and decide to just reapply earlier next cycle, will said school be offended or allow this to negatively influence their admission or scholly offers I may receive in the future?

A friend of mine recently got a huge scholarship offer from a school (after doing some volunteer work at a DA's office and applying early) that accepted him but offered him little money late last cycle.
