If you are looking at a Tier 4 school at stick price, than you might want to think about how long it will take to pay off the debt. I found this spreadsheet really useful: viewtopic.php?f=1&t=110149

Just plugin the average starting salary from that school as well as the sticker price and whatever interest you think you might end up paying on loans, etc...
If its going to take you 10 or 15yrs to pay it off, you might want to consider retaking the test, etc...

I had terrible softs and a 2.3/163 and I got into several tier 2 schools. The best thing you can do is bump up your LSAT 2-5 points and you probably won't have to worry about only getting into a tier 4 school.

This is a very poor assumption to make.

I have good softs and a 1.78/163 and so far I have nothing but rejections (from tier 2, 3 and 4 schools).

I'm beginning to think that the 1.78 qualifies me as an auto-reject at any school I apply to, regardless of tier. I could bump my LSAT up a few points (163 was first try, 3 week self-prep) but I'm not sure even that will overcome the sub-2.0 gpa.
