Missing a LOR?

If I assign a LOR that I don't have to schools will it hold up my applications? I've been waiting for it and have decided to just submit my applications without it. I have a strong academic and a strong professional recommendation in. (I've been in the workplace for 2.5 years.) I am missing my third, less strong academic, LOR. Should I assign it to schools and hope that it comes in? If I assign it and it never arrives does that hurt or prevent my application from being processed? That would suck. Help please?

depends on the school. most will take and review the application if the minimum is met (usually 2), but some will wait for all. lsac has this info by the application for each school.
