Does fee waiver offer basically mean you'll get in?
University of Minnesota-Twin Cities offered me a fee waiver, so I'm going to apply there (why not?). They also explained how great their school is etc... and I must admit it seems like an impressive university, though location is less than desirable. Anyways, if I apply, I would probably get in, eh? Why else would they go out of their way to send me one (I didn't even ask or contact them in any way...they weren't even on my school list)? (3.4, 169 are my stats).

Never. I was offered fee waivers at multiple schools that were denies via LSP, including Minnesota.

Nope. It might mean a school is genuinely interested in you, or it might mean that the school is looking to boost its selectivity rating (meaning it wants more applicants it can reject). All the grant of a fee waiver means is that you have at least one quality the school is interested in; it's far from a guarantee of acceptance. People are rejected from schools that have extended fee waivers all the time.

Schools give out fee waivers to increase the number of applications received in order to inflate their selectivity.

No, but your LSAT score will give you a very good chance at Minnesota.
