Can someone review a LOR and tell me if it's strong enough/bad? Forum

I had a particularly low GPA in UG due to some family reasons (which are covered in my PS and Addendum), but given the fact that I wasn't a "top 1%er" in school, I'm hoping that the claims a professor made are strong enough. I'm probably being overly paranoid, but it would definitely calm my nerves if someone who has been through the process and possibly seen others could shed some light on if they think this particular LOR is strong enough or if it's too neutral.
