If the application does not specify, should I go for double spaced or single spaced?

Also, is font 11 Times New Roman be too small? I'm trying to get my PS to fit onto two pages for Penn, and it's proving difficult.

Always double space. I would think 11 is fine, but who knows what kinda things these admission people scrutinize.

Every application I have (though not Penn) says no smaller than 11 so you should be fine with that. I wouldn't worry to much about formatting as long as it looks neat and professional and adheres to whatever restrictions they have stated.

11- or 12-pt (I think a very few schools specify 12, but otherwise 11 is fine).
Double-spaced.
1" margins.
You can put your name, 'Personal Statement for X School' title, and LSAC number in a header.
Number the pages of anything multipage (i.e. "1 of 2") so they'll know if a page has slipped out of your application folder.

Double space definately.

Play with the margins. I kept all of mine 12 pt font, but sometimes shrunk the margins down to .9.

I'm sure there is something that you can take out...some phrase, or some odd words that aren't adding to your statement.
