Why "X" Statements

In preparing to write Why "X" statements, what should an applicant's intended goal be:

1) Convince that if accepted, they will matriculate there
2) Strengthen application by tying accomplishments/strengths/goals with knowledge of school's programs/classes/professors

Poll as well, but appreciate opinions/insights.

"If accepted, will enroll" is stupid because if that were the case, the applicant would be applying ED.

#2 definitely. The point is to show .. why you want to go to this school, hence the name. Specifically, how does the school help you to achieve your career goals or what about it would make you want to study law there.

Unless battling YP or coming from way out of the area I don't think #1 is a good reason. If you're applying it's because you think you would attend if accepted.
