Should I spell out numbers?

For example, should it read "40% chance" or "forty percent chance"?

I would just be consistent. Don't use both "four" and "4." And I would say 40 percent, not 40%.

As far as I recall, the convention is to spell out numbers below 10 and use numerals for 10 and above.
