i've been curious about this also.
my thoughts: if you feel those specific tailor-made PSs are weaker, just send in your general PS
i also think if there are two or three schools that you are particularly passionate about and it fits w/ your PS, take that opportunity to slide in a stuff on that specific school. in that case, it might work/be stronger.
keep the sincerity. and i'm not just talking about writing PSs. i mean even when you are a lawyer.
