Excellent thread NC!

Unfortunately, I don't have any details to add yet, but certainly will once I start trying to negotiate my FA pkg. I had already planned on using the YRP to leverage offers.

Do you know whether it's an all or nothing program? Or can a school say they'll contribute $X and VA will match even if it doesn't go to full tuition? I think so, but haven't seen a good answer yet.

Program is still being developed, but it's a good starting point.

They do not have to go to full tuition, but VA will match up to 5k extra I believe. Nothing appears locked in stone, so anything can change.
VA is not going to put up a list of Yellow Ribbon Participants until after April, well after most of us will have to make a decision. So I am attempting to sort out some of the schools on my own.

Excellent thread. I will be asking my target schools this when I call to negotiate FA. I'll let you know what they say as soon as I hear.

Thanks for the thread! Along the lines of Nuke, I'll be posing this same question when I call to negotiate aid. It is somewhat unfortunate that we didn't have this information before we applied, as it would have had quite an effect on my choices for targets/safeties.

The fact that we have it at all before starting LS is a bonus! Thank you Sen Webb!

Though I must admit I'm not looking forward to being the VA's guinnea pig. Shinseki is an AWESOME choice for Secy but he's no miracle worker.

Think they should also make it a rule that veterens get in state tution for any school they decide to go, if applicable. When you go to that state on active duty you get in state rate for school you attend, so why not vets. Would make decisions easy for some of us I would think

That would be too good, I wonder if going active reserve would get me instate tuition.

Are you talking about AGR, or switching from IRR to regular reserve status? I have contemplated joining part time, would be some nice ta in addition to being able to play army.

IRR to regular active reserve, I'm a Navy vet so National Guard not really an option for me.

Can someone explain what the difference is between the regular GI Bill and the GI Bill Yellow Ribbon Program?

I used the regular GI Bill in undergrad and it worked out well. Pretty much paid all the tuition and books when you added up the payments for the semester. I was enlisted from 1997 until 2002.

Is the Yellow Ribbon potentially additional money?

It's kind of a top up with the new GI Bill, I guess some one at the VA had enough common sense to realize even with the new GI Bill some people's tuition is going to be higher than the new GI Bill rate; so the VA and participating schools are trying to work something out to get us some extra cash about $5-10K per year. You need to be in the post 9/11 GI Bill program to get any yellow ribbon benefits, so if you used all of your benefits already you are probably out of luck. definitely go look on the VA website or call your rep.

The YRP is a part of the Post 9/11 GI Bill. It doesn't work in conjunction with MGIB. I'm not as familiar with MGIB, but if you have used all of that eligibility, you can't use the new bill.

Sorry. (but to be sure, check with the VA to determine eligibility for sure.)

Even if you have used all 36 months of your benefits you may still get something. If you have qualifying time on active duty after 9/11 you may qualify for the BAR exam fee ect. Also I have not heard from any other schools on their status.

-In order to be eligible for the Yellow Ribbon Program you have to be eligible for the post 9/11 GI Bill
-Although there is no longer a buy in ($1200) you must be on active duty for 3 years after 9/11 to be eligible for 100% of the benefits. Any time less than that the eligibility is decreased.

The post 9/11 GI Bill will pay tuition to a school up to the maximum of the most expensive undergraduate public school's tuition for that state. (For ex. Penn State has the highes undergrad tuition in PA so if you attend any school in PA you will get roughly $10,000 towards tuition)
Obivoulsy grad/law/medical school is more expensive than undergrad and private school is more expensive than public. So the YRP is an optional agreement that private schools may choose to go into with the VA. Under this program the school can choose to take the difference of the tuition (after the new GI Bill benefit has been paid out) and if they agree the VA will match dollar for dollar what the school is willing to match up to full tuition.

Ex. Let's say you get into UPenn and their tuition is $40,000. As stated above you get $10,000 for attending any school in PA because that's how much the most expensive public school's undergrad tuition is. That leaves $30,000 in tuition you owe. If UPenn agrees to the YRB they will pay $15,000 and the VA will match the other $15,00-thus giving you free tuition. The schools however can agree to pay any amount up to the amount that would give you full tuition. So UPenn could agree to give you $10,000 and the VA would come up with the other $10,000 (not including the $10,000 from GI BIll) that covers $30,000 of your $40,000 so you would have to come up wit the other $10,000.

So the YRB is optional and can be given from the school in any amount in the tuition left over. I've attached an article that talks about the program and how the financial crisis is affecting a lot of schools' decisions to paticipate.

FWIW, I'm part of a group that wrote and lobbied for legislation (still in sub-committee) to have Iowa grant all veterans and their families the in-state tuition rate at public universities (similar to Ohio's plan) and also for a program to match up to $18,000 in post-grad student loans for those vets who stay and work in the state after graduation.

It's a hard sell right now given the economy, but Iowa really needs to attract young skilled workers to fill an anticipated deficit of 150,000 by 2012. Fingers crossed.

Has anyone seen this chart? Does "per term" mean academic year or semester? The Texas "per term" amount of $12130 seems like it must mean academic year, but other states are so low it seems that it can't mean academic year.

Ohio gives instate tuition to all veterans. That gives you access to some pretty great values for legal education at Ohio State and U of Cinci. I think the instate tuition is like 18K at both.

Yea, it's kinda bizzare. Highest undergrad tuition in WA is $6,000, and they have $4,000 down on the list. But they do warn you....

This information has no relationship to, and should not be compared with, average costs of tuition and fees of public institutions within any state commonly referred to when considering educational options.

They do say that it is preliminary info, I bet you it'll probably end up changing again. Otherwise, standing by to get screwed.
