Duke scholarship assistance

I got a decision from Duke that indicated my eligibility for scholarship assistance, and awarded me a Duke Law Scholarship of $$$$$. It did not say it was merit or needed based, as I have applied for both. Does anyone know if this Is merit based and I may qualify for needed based ln another letter?
