Is a waitlist worth anything in trying to get more merit aid

Hey y'all, so I was wait listed at UVA today, obviously not ideal, but I am wondering if this can be used at other schools in the interim by saying something to the effect of, "while I am thrilled by my offer of admission to school x, I am currently on the waitlist at UVA, and would find it difficult to make a decision before knowing fully if that is truly an option." And then going on to talk about financial concerns, etc. So my question is, is a waitlist not enough of a bargaining chip, even if school x is ranked a decent amount lower? Is it better to mention scholly offers at schools in the 20s over waitlists/sticker at the t14?
