So, I am completely new to this as I didn't take out any undergraduate loans. I do not have any adverse credit history or anything like that. The cost of attendance at my school is $36,606.00 per year (9 month period), living included. I have been offered the maximum in Stafford Unsubsidized Loans and have a $1,000 Tuition Waiver per year, totaling $21,500.00.
If I take the full amount in my Stafford, what are my options to make up the difference of approximately $15,106? I know there are Grad PLUS Loans. I am wondering if I could borrow the difference with those?
If someone could shed some light on this, I would greatly appreciate it! I am trying to avoid using private loans if I can avoid it.

Yes. That is what Grad+ loans are for.

There are also private student loans which actually have better rate than plus plans but will most likely require a consigner. The biggest providers are Sallie Mae, Wells Fargo, and Discover.
ETA: a lot of private loans don't have fees either.
