Negotiating for more than full tuition?

I recently received a full tuition offer at a school ranked in the 50's and because it's located in a region that I may want to practice in, I am strongly considering it. However, I will still incur significant COL debt and the scholarship comes with a class ranking stipulation. Can I negotiate getting into higher ranked schools in order to receive more than full tuition merit? Can I negotiate to lessen or drop the stips if I have similar (though not quite full tuition) offers from peer schools with less stringent stips?
