Negotiating in top 14 Forum

Negotiating in top 14
What would impress Berkeley more: an admittance from Columbia or a large scholarship from UCLA? Should I mention one of those (which?) or both in my negotiating email to them? Should the first email just inquire about aid, without telling them about other admittances/scholarships?

I don't think Berkeley considers scholarships from UCLA, their matching program is basically only top 14 excluding Northwestern. So I would try to secure some $$ from one of those schools before starting to negotiate.

Thanks. So, what about Duke? Are they more impressed by UCLA money or Berkeley admittance?
How late is too late in the cycle to get money? It's practically March, and I thought maybe I should be starting negotiations with the top places pretty soon.
