American WCL $$ Question

I applied for the PIPS Scholarship at WCL where they award three years of tuition. Hypothetically, if i was awarded this scholarship, then the $42k would be covered and would I have to take out loans for the rest? Specifically the housing, board, food, and transportation fees. Is that the amount they are recommending or is that what I am obligated to pay? Thanks in advance. I am just calculating the lowest and highest amounts of what I would be paying if I decided to attend (the items in bold seem rather exaggerated per month which is why I'm asking).

Yes, you'd have to take out loans for the rest

That is their recommended amount, you could end up spending way more or less

And, you are not obligated to pay that, but for your first year you should probably take out the recommended amount in loans and see how you do, then adjust 2L and 3L accordingly.

Okay thanks for clearing that up for me! Im just trying to mess around with some figures.
