how does a scholarship affect financial aid offer?

I'm doing some last minute negotiations to try to get some scholarship $$. If they agree to give me amount x, does that mean that the federal and gradplus loans available to me decrease by x, or do they equal the school's COL regardless of scholarships?

All loans and scholarships added together will equal the COA. So adding a scholarship would decrease loans.
