Riding School A Waitlist.Should I accept fed loans @SchoolB?

Riding School A Waitlist.Should I accept fed loans @SchoolB?

In other words, if School A ends up accepting me off its waitlist, is there any reason I'll regret clicking "accept" for the federal stafford & Grad PLUS loans offered from School B? Aren't they the same federal loans anyway?

Why would school A give you loans if you don't attend. Accepting is contingent upon attendance, meaning they don't pay you until you enroll.
