Do Schools Offer Near Their Upper Quartiles? Do They Reach?

I and my wife want to move south, but I've got CLS/HLS (borderline gpa) numbers. Solid if not spectacular app (3 years work exp. with management exp. and a masters degree).

My question is, it's been said that UVA and schools of that ilk make their "big" money offers with their admissions offers, and offer smaller amounts later. I've not received any money offer there... And according to LSN, the people who have hover around UVA's upper quartile. Is this done on purpose? Do schools shy away from "reaching" with money at students with big stats? Basically, UVA is my numero uno. Am I up a creek when it comes to money? Should I have applied to Harvard after all?
