You should blanket the t-13 schools. You'll likely get into one with a reasonable amount of money.

Your results will probably be somewhat varied, since we're talking about small sample sizes, but I would expect one or two options in the T13 with some sort of scholarship if your application is solid. Play with mylsn if you want additional information.

Where do you want to go? You are primarily competitive for the the lower t-13, but you have a non-zero chance everywhere (aka you're a competitive applicant especially considering your urm status). If you submit a flawless app, you should get into a t-13 school. There is no reason to consider or apply to lower ranked schools.

T-13 plus GULC/UT/Vandy/UCLA/WUSTL at least plus BC/BU/USC/ND/Emory if you are interested in any of those regions

unless op doesnt want Texas or Cal he should also apply to UT/UCLA/USC.

I think OP will get 1 of DCNG and NYU with these numbers. close to full ride at USC/UCLA

*eta: likely less than a full ride at UCLA/USC, actually. predicting close to $0 at NYU and maybe 30-60k total from DCNG

I'm an MA w/ a 164/3.7, applied last cycle, and am currently at Stanford. Also got into Yale and virtually everywhere else (except Harvard and Penn). With your numbers/URM status, I think you have a shot at the T6 (based on my/my friends' experiences) if you have a strong resume, compelling story, and do not apply late in the cycle.
