Some lower ranked schools ding URMs with strong numbers because they feel they will not attend their school. So that could be a reason why your friend was dinged at Howard. Howard was probably more so focused on a candidate they believe would absolutely attend. And not turn them down for a school ranked higher. I.E. Vanderbilt or Georgetown respectively. Idk, that's hella messed up, but honestly, I wouldn't think about Howard over Vandy or Georgetown... If anything, it's a sign from the heavens.

I haven't even gone complete at Penn but, I think you should ride out the waitlist AAJD. From your previous posts it seems like UPenn was/is your top choice. That LOCI shouldn't be too hard for you since you visited the campus and all. I feel like you can just copy and paste that nice summary you gave us and call it a day.
