Well, I took my pestle, the one I use to mash my plantains in the mortar, and thumped on the floor (their ceiling ). What do you know, the volume went down. Next day, I put a notice on their door ("Would you please...blah blah blah"). Mind you, this was after going down on several instances, knocking, and not having anyone show up at the door, even though there was clearly a person in the apartment. What do you know, later that evening, I found a notice on my door saying "I wasn't the one playing music, but I heard you knocking on the ceiling last night...". Hmmmm, right. But, noise has been nonexistent since then. I guess the "real" culprit somehow got my message. I would have dialed 911 in a heartbeat if they had continued with that mess.

Talk to the manager at your complex, and if the behavior persists after a warning, call the cops.
