Hastings v American v Cardozo($) v Bklyn($) v Loyola LA(WL)?
3.18/166, 5 years out of undergrad

The Loyola WL was a surprise; I feel I have a good chance of being accepted there.
I'm also WL at GWU and Fordham, which seem like long shots.

I live in NYC now but can see myself trying any of these cities.

All over the place, I know. Thoughts?

Kind of tough to determine because as you said your choices are all over the place, but I'd say it comes down to a couple of factors, most notably location, money, and what field you're interested in. If any location works for you, and you're fine with San Fran, go to Hastings. If money is an issue, and you're looking to snag a scholarship, obviously that narrows your choices. My options were the same as yours, but I withdrew from Loyola after getting into Hastings. If I was going to do California, there's no question which school to go to. Figure out what the most important factors are in deciding, and if you really could care less and nothing matters, go with the best school in the city you most want to be in.
