First off, what are your stats?
International human rights law, such as it exists, it going to be hard to obtain from even elite T13 schools. It will be nearly impossible to get from ASU, let alone USD. Leaving aside that human rights law is pretty ill-defined and might not be what you idealize it to be.
USD is defensible if you strictly want to work in San Diego for the rest of your life and you reset your expectations on what kind of job you'll get. It's not really gonna get you anywhere else in SoCal. You might be able to land low-level immigration work in SD from USD. But those dream jobs of yours won't be attainable.
That said, make sure you know what USD's employment outcomes are before attending:

Less than half their class got employed as lawyers last year. That should scare you. It's a risky school to attend even with a hefty tuition discount.
I would throw out ASU entirely. For one, ignore rankings. They're mostly meaningless, especially in this case. Plus, it's not worth the money you'd pay to attend. And it doesn't make sense for your goals.
For real though, what are your stats? You should probably retake regardless, because your options aren't great.
