Neither school will get you to philly or DC. So just focus on your retake, don't even consider these options

1. ABA disclosures for penn state have me comfortable that family law in philly is very possible.
2. Free ride at penn state means low risk unless you are skipping out on a large opportunity cost (sounds like this isn't the case)
3. OP has taken the test twice. His best score is 158. I am assuming he studied hard for the retake since he doesn't believe a third take would get him very far.

If it were me, I would happily take Penn State. If you are feeling uncomfortable with it go hard for June and maybe you'll surprise yourself and change your plans, but I wouldn't bank on it.
