Arizona (full tuition) vs. Utah ($$$)
Arizona COA- $60,000
Utah COA- $80,000 (90% scholarship)
-Financing attendance through loans (almost entirely)
-Originally from mountain west (strong ties in multiple MW states), would like to work in mountain west but southwest is fine
-Would like to start out as public defender or prosecutor to gain trial experience and later go private
-Utah has a top 50% stipulation on their scholarship, no stips for U of A

With a Spanish minor & a presumed level of proficiency, public defenders interviews should be plentiful.
I don't understand your post re: financing via loans if you have scholarships; are you financing housing, food & books ?

Visit both schools, then decide. Whether or not you're a Mormon may be a bit of a concern outside of SLC in Utah.

I've visited and liked both, the Mormon thing doesn't bother me but people at the U were a bit more uptight and less friendly than U of A people.

It may be a factor when seeking employment. Regardless, since you prefer Arizona & Arizona costs less, then the answer seems clear.
