With a 3.97/166 would I have a good chance if I ED'd to Penn?

I think I'd ED at Chicago if this is what you're after, and given your numbers.

I'm saying you could get Chicago with your current score if you were to apply now (not sure if the deadline is already passed). If you were to apply, once you get your score back in Decemeber you could figure out what to do then if you see a significant increase, i.e. switch to RD/withdraw or choose to sit out a cycle if already accepted.
