Do you actually have to be working to apply for PT?

No. There are plenty of people who go PT who don't actually have a job on top of it.

thanks, do you think employers would want to know if I was working during PT though

No idea, but presumably your resume would show that you weren't working if you weren't. It probably doesn't look great to go PT without working without some other good reason (raising kids, helping elderly parents, whatever), but if you have great grades and other WE I don't know how much difference it would make.
