Hey OP. I think if debt is your biggest concern then you should go to the local law school or get a funded Phd. It sounds like you don't want to actually work in law but work in changing law/creating mental health innovation. A phd may be better because you get to actually work/study in the mental health field. A top tier law degree probably isn't a requirement to get a local job. I know many people who are currently working in the town of their university. Usually, there is a lot of interaction between local schools and the community so networking is a bit easier.
