My answer would depend on two things:

1) Where the preference for working would be.
2) CoL may be roughly the same, but does that include tuition costs?

I would look into employment statistics. I want to say (just off of what I've heard, you'll want to check this out) that the legal market in Houston is a lot better than anywhere in Louisiana, so U of H's employment is probably better.

As far as schools go I would say UH. Better employment prospects.
