Transportation Costs

How do schools determine transportation costs when they're estimating Cost of Attendance? And why are they so different?
For instance, Wake Forest lists transportation costs as being around $2,700, while UNC lists transportation costs at $1,404. Duke's local transportation is listed at $2,206. Any idea why these numbers are so far apart, despite the schools being in roughly the same location?
