The T14 refers to the school's that have, at one point or another, been ranked in the top 10 by USNWR. Because of this, Texas is not actually a member of the T14 in the traditional sense. As it will be difficult for UCLA to be ranked in the top 10 schools in the country anytime soon, the answer to your question is a resounding no. UCLA will not be joining the t14.
